Howard makes the decision in the aftermath of the bullying complaint
that Sid Vere made against Zara Carmichael, realising that everyone
could do with a refresher.

Although Howard insists that his 'Respect at Work' meeting is not aimed
at Zara, that doesn't stop Jimmi Clay from exploiting the situation to
settle his score with her.
As Howard asks for examples of things
that could be deemed a lack of respect, Jimmy encourages the others to
provide examples that are clearly about Zara.
When Jimmi goes a
step further by branding Zara a bully in front of everyone, she rushes
out in tears leaving Al Haskey to point out that Zara has now become a
victim of bullying herself.

Al later confronts Jimmi in private and warns that his own behaviour is
getting out of control, but will Jimmi be prepared to listen?
